Need help on insurance for 2nd party owner

I recently bought a 2005 sumo Mumbai registration. my first party insurance person is asking for claim as it is non-accidental & telling me to pay the remaining amount & then only my name will get transfer in insurance paper . Now tell me what i can do? i have rece my rc book in my name & new no. as it was t permit all has been completed. now only insurance name is the issue. his insurance is paid till july 2012.
